About
Leadership &
Governance
Albanella Home is guided by executive leadership and a governing Board. This page sets out who guides the initiative, how oversight is structured, and how policies, accountability and transparency are being developed before any service begins.
Executive Leadership
Two executive roles carry responsibility for the initiative: one for mission leadership and institutional representation, one for implementation, operations and performance.
Laura A. Rivera
Director and Authorized Signer
Mission leadership, institutional representation, coordination with the Board and authorized communications.
Luis Enrique Mongelós Pankow
Executive Director
Executive responsibility for implementation, operations, policies, partnerships, risk management and institutional performance. Also Director of Policies & Procedures.
Official portraits are not published yet. Leadership photography will be added when Albanella Home supplies it.
Governing Board
A governing Board oversees the initiative. Board oversight, delegation of authority, conflict-of-interest review and approval of documents before their effective date are part of the governance framework being developed.
Material matters — risk, compliance, safety, rights and stewardship — are escalated to the Board by the Executive Director.

How a Policy Becomes Operational
Every policy and procedure will follow the same controlled path, with expected evidence at each step.
1
Assign a responsible owner
Name the person who owns the document and its implementation.
2
Define scope and authority
Specify the population, program, legal requirements and approving authority.
3
Draft and review
Integrate operational, legal, fiscal, clinical and compliance review.
4
Approve
Obtain executive or Board approval before the effective date.
5
Train
Communicate requirements, record acceptance and validate competencies.
6
Implement and document
Use consistent forms, records, controls and evidence.
7
Monitor and correct
Investigate deviations, protect against retaliation and carry out corrective action.
8
Review
Update at least annually and after incidents, audits, legal changes or new programs.
Document control
The proposed master register will hold the title, identifier, owner, approving authority, version, effective date, next review, required training, related forms and change history.
Version control
One current document, protected historical files and justified changes.
Access and privacy
Role-based access, PII safeguards and authorized disclosure.
Review and improvement
Annual updates, and updates after incidents, legal changes, audits or new programs.
Reporting and Escalation
Governance is only real if people can raise concerns and know what happens next.
Concerns about safety, rights, abuse, fraud, conflict of interest, privacy or non-compliance will be documented, protected against retaliation, investigated according to their severity, and escalated immediately to the appropriate internal or external authorities.
Reporting channels will be published with the policies that govern them, before any service begins.
